Dice eigensolver Qiskit addon.

`solve_fermion`	Approximate the ground state of a molecular Hamiltonian given a bitstring matrix defining the Hilbert subspace.
`solve_hci`	Approximate the ground state of a molecular Hamiltonian using the heat bath configuration interaction method.
